With its status as the Bulgarian capital at the time, it does make a bit more sense. It lost that status a long time ago and hasn't really been important since then. The population had already dropped to 5k by the 1300s

(Veliki) Preslav served as the capital before that and also reached a peak of 40k before declining and only reaching barely under a fourth of its peak population today.
