The South Africa national rugby union team, commonly known as the Springboks is the country's national team governed by the South African Rugby Union.
I recognized the word, but only know it in its use in connection to rain etc. I could guess sort of could be the meaning here ( I was thinking something like started or caused) from the context. But I don't think use of the word is something you come across often.
On a side note, I found the range questions quite confusing, thought that might just be me.
