Kensington is a Sydney suburb and in no way can be described as a city.

Sydney local here.

Kensington is a suburb of Sydney and isn't a city on its own. I know the names of the LGAs are confusing ("City of Penrith" isn't a city).

Also, what does the ACT have to do with this? The ACT is in no way a part of NSW and is its own territory.
