Interestingly, the Borough of Naugatuck is coterminous with the Town of Naugatuck, though they are technically two separate entities in law.
In addition, the City of Groton is a dependent municipality within the Town of Groton, unlike cities like New Haven and Hartford.
Similar to Groton, there also exists the City of Winsted, which is within the Town of Winchester. While it is a city under Connecticut law, it is not recognized as such by the Census Bureau, and thus did not make it on this list.
