There is no real difference between cities and towns in New England. Both are incorporated municipalities, the only difference being whether the community has a mayor-council or town meeting-selectmen form of government. There are some places that call themselves "towns" while legally being a "city" because they switched from a board of selectmen to city council but wanted to keep up the image of being a quiet town.

Yeah, I grew up in the Boston area and for the most part I have no idea which places are towns and which are cities.
