That‘s hard. Having done a road trip to North Cape has helped a lot. One thing though, "Scandinavia" only refers to Denmark, Norway and Sweden. If you include Finland and Iceland, the term "Nordic" would be correct :)
Fun quiz, but its very inconsistent in the metropolitan areas what counts as a city or not.
Eg Torslanda is there even though its part of Gothenburg municipality. Mölndal is not there, even though it is its own municipality and called Mölndals stad. But Mölnlycke counts, which is only half of Mölndals population.
In stockholm Solna and Sundbyberg is not there. Its ok, as long as it counts as greater stockholm area. But then places like Lidingö, Tumba and Vallentuna should also be baked into Stockholm.
In Finland Espoo and Vantaa is not there, and they are sometimes considered among the most populous areas in Finland.
Its hard to guess when the rules are inconsistent like this

I'd recommend accepting both Keflavík and Reykjanesbær but it doesn't make any sense that you have to type "Keflavík and Njarðvík",
a neighbouring smaller town
