17/18. Saw half of New Guinea was shaded out so I didn't include that.

Yes, it should be. Along with Kotelny and probably New Siberian, Great Lyakhovsky and Wrangel islands.

Sakhalin for sure should be in. Russian arctic islands are usually not included, but if they are then Kotelny also deserves a spot. The others you mentioned are not large enough.
