For some reason I can't get into the website I used, right now. So I looked it up on wikipedia (https://en.wikipedia.org/wiki/Climate_of_Minneapolis%E2%80%93Saint_Paul)

It says that daily mean is at 7.9 (46.2) so it barely made it of the list

Oh wait now the website works, and you're correct Minnesota should be there at the top, but while doing the research I realized that Iceland was missing so Minnesota won't be there no matter what :)
