As I understand it the Chancellor is Head of Government, which, you are right, is homologous with being a Prime Minister. In the US the President (as I understand it) is both Head of Government and Head of State, so I'm hoping there's a little bit of latitude to make the jump from one to the other - but if this causes people problems I may change or rephrase the question.
Poetry is literature. Literature is made up of both poetry and prose. You should say "paragraph is to prose" (though even there it's a weak analogy, because pentameter is only a type of verse, whereas all prose is made of paragraphs).
