Both Mauritania and Equatorial Guinea were constitutionally socialist at some point. Djibouti not so much, but it is currently under dictatorship by a party whose position is... fluid. I'll double check that one

This is in the preamble. Not to mention that it isn't a secret that India has had a socialistic economy for a long time and only recently started to open up.
