Shouldn't that say "and" not "but?" What is remarkable about smaller cities not having cathedrals?
Could you also have 'Bath' for cities under 150,000 population without a cathedral (it has an abbey)? And also Bath for 'a city since time immemorial'? It's got the Roman Baths at least :)
According to Wikipedia, Bath has only been an official city since 1090, but obviously the settlement goes back to Roman times.
It's like saying "The UK is not a country, because England, Wales etc. are countries".
