Horace Grant? I am sure that the Bulls was Jordan/Pippen.. was that only in the arcade version because of licensing issues? I know on the SNES I still always played as the Bulls they were the best team, but I don't remember being denied Jordan. Only other one worth remembering was Malone/Stockton. I bet Larry and Kevin Johnson are so high because people were guessing Magic.. but this was after he retired.
Jordan, like Shaq, was not used in the cartridge versions of the games because of licensing. In fact, within the same year, some games had Barkley and some did not. Once "Charles Barkley's Shut Up and Jam" was released, they had to remove his likeness from NBA Jam.

I played it on Genesis. I remember there being a third player for each team. BJ Armstrong from the Bulls comes to mind. Mugsy Bogues from the Hornets, too.
I think you might be thinking of the sequel, NBA Jam: Tournament Edition (TE for short). There were 3 to 5 guys per team and the roster was more updated. Rodman on the Bulls instead of the Spurs, for example.
