Cotonou is shifted a little so that the dot isn't right on top of Porto-Novo's dot. I've moved it back a bit so that it is clearly in Benin and not on the border. Lomé has its own dot on the opposite border. I've nudged that one too so it's clearly in Togo. Hope that helps.
Cotonou is the De-Facto capital of Benin. Having a de facto seat of government means that the city is not officially the capital but performs all the functions that a government would function.
