United Nation's Special Committee on Decolonization maintains a list of territories yet to be decolonized, officially called the United Nations list of non-self-governing territories.

Niue used to be on the list but was knocked off when it gained self-rule as a state in free association. Niue currently is independent in every sense except defense and foreign affairs - in which NZ can act behalf of Niue when requested so.
Absence of Palestine is an interesting one, but I suppose this list's purpose was mainly tracking US and European states' possessions dating back to the colonial era. So once the rule of Palestine was assumed by a non-colonial power (Israel, Jordan and Egypt), they didn't see the need to keep it on the list. Though I'm just speculating.
