Good remark ! But Saint-Martin was not a french departement in 1960.

But Suriname was (as a colony) part of the Netherlands in 1960. So I think Netherlands should still be accepted as an answer.

Yeah Djibouti wasn't independent until 1977.

Also you might want to make it clear you mean *after* various countries gained independence in 1960, rather than the part of the year where they hadn't yet.
