seems unjustified to add a caveat for something like this. By that logic, we need a caveat that the island of Timor (western half, moreover) counts in an Indonesian country borders quiz

Not really. It was my last guess as well, because I forgot about Kaliningrad until Poland wasn’t accepted. Slovakia is further to the East and borders Ukraine, which has had a bit of media attention lately…
I'm assuming it's to do with the direction you look towards Russia. When you do it from Germany, you look straight into Poland, which, as most will know, borders Kaliningrad. When you do it from Czechia, however, the next country to the east is Slovakia, which does not border Russia. So that makes it seemingly a wrong answer. I also remembered only in the last minute to look up north from Czechia instead.
