Probably not a complete list. That's my guess. Or maybe it is based on fatalities per 100,000 people in general and not per 100,000 drivers... and most people in China still do not drive cars.

Yeah maybe I should have said at the beginning I only included countries with more than 100,000 people. Because they all have 0 road deaths
