I'm guessing they're disqualified if the urban agglomeration isn't entirely on an island. Otherwise you'd have to count other cities that are partially on islands as well like Hong Kong and New York.

Megacities on islands....... Manhattan, Long, Staten are these not islands if not should we stop calling them islands?
