The Isle of Wight is the smallest county in England ... at high tide. At low tide Rutland is the smallest.

Unfortunately, it's not strictly true without some caveats. If we go by ceremonial counties, the smallest county by far is the City of London. If we go by historical counties, it doesn't work either. The Isle of Wight wasn't a historical county.

It's possible that, excluding London and Bristol, Rutland is the smallest county at low tide. I'm not sure.

Historic and ceremonial aren't things I recognise to be honest, and that BBC article isn't about the administrative divisions of England.

Here's a list of counties as administrative divisions of England:

Based on this list, the original fact might hold true, but it's difficult to back it up. I don't know if Google can do an area calculation, but they do look remarkably similar in size - it might come down to whether you include the internal waters of Rutland, or indeed the tide of the Isle of Wight.
