Sending Messages?

I'm sorry if someone already made a thread about this, but I have yet to send any messages since the new feature was rolled out. If I send a message to a user without premium, are they then able to respond? Based on the wording in the Change Log, it sounds like the answer is a no.

I notice it mentions a rolling 7 day limit per user but I don't see anywhere that it specifies how many. Does it tell you as you send them?

i.e. You have x/n messages remaining, with n as the limit
