I think the answer to the question about the Arts and Culture festival should be "The Edinburgh International Festival". The "Festival Fringe", is, as its name suggests, a semi-informal add-on to the main festival, though these days it is huge and famous in its own right.
I think the answer is fine. They're both valid really. I get what you're saying in that it sounds kinda like saying the theatre district in NYC is 'off-Broadway', as opposed to 'Broadway'. Except that the fringe is bigger than the actual festival. In my experience people use Edinburgh Festival to refer to both (and more) given they happen at the same time.
I understand what you're saying but my intention was to highlight the Fringe in this case, rather than the more formal "Edinburgh International Festival". Both are valid answers but only one is an option in this question.
Never heard Athens of the North before. On reflection however, it seems an appropriate nickname. Auld Reekie is the one I’d heard before, which I think is even better
The Annual Festival is just 'The Edinburgh Festival' of which the Festival 'fringe' is just that - events that are the edges of mainstream art and music (or where, the Fringe is now an integral part of the Festival )

The most famous is now The Fringe and people rarely distinguish that from the original Edinburgh International Festival, though both are separate organisational entities.
In August visitors in Edinburgh for "The Festival" may be asked which one, as, besides EIF and The Finge, there is also the annual Book Festival. Some visitors will find events from all 3 festivals to feed their creative souls for the whole year after. A real arts culture smorgasbord feast.
The International Film Festival and the Jazz Festival occur annually here also, though not in August.
