Progressively Harder Cities on a Map

Yes there are still a couple of options - in addition to Paarl there the ones you pointed out e.g.: Wellington, Malmesbury. (I would have actually thought of Stellenbosch and/or Kraaifontein before those, as they're notably larger and in the case of Stellenbosch, more well-known outside the area.) But that's about it. Really there are only about 5 or so options which are pretty easy to run through if you know the area. And Paarl is much much larger than all of those, indeed is close to the same size as all of the others combined.

I didn't think Paarl was unfair. (It was, in fact, the first one I tried, for the above reasons.)

Which is a different scenario from people commenting on Gelsenkirchen above, in which case there were really dozens and dozens and dozens of plausible answers to choose from.
