Sao Paulo will be consider coastal if Santos is considered it's part. But both cities are miles away with only forest and hills in between.

There's no part of Manchester (or its metropolitan area) that touches the sea. Manchester is a port because of the Manchester Ship Canal that empties into the River Mersey.

Sao Paulo has a greater claim to be on the coast, though I agree with you that it should not be considered

As per my source (and the jetpunk standard), Liverpool is considered part of the Manchester urban area and that will make Manchester coastal.

I personally am not fully sold on this definition of Manchester Urban Area but for the sake of consistency, I have kept it this way.

As for Sao Paulo, Santos is its own urban area and is not included in Sau Paulo.
