(50% of income should go to necessities (food, rent, electricity etc.), 30% to wants but not strictly needs (coffee, snacks, clothing etc.), and 20% to savings, then added up the cost of necessities in each of these cities, defining necessities as average rent of a one-bedroom apartment plus estimated costs for transportation, groceries, utilities, and health insurance.)
