Snow elves = falmer. The terms did grow to have different connotations after the damage done by the Dwemer. Colloqiually, "snow elves" tends to refer to their ancient forms, while "falmer" tends to refer to their forms after the betrayal by the Dwemer. But "snow elves" and "falmer" do literally mean the same thing (despite what that one misleading load screen tip might have you think!). So it's inaccurate to say that falmer is the wrong answer there.
