Not really, since they're ranked by average rank. If average coastline was used, then larger countries would dominate (anything with Russia). This way, both countries have to be fairly coastal.
It was a good example if you know the difference between Hawaii and Guam. It's just that French Guiana is considered an integral part of France mostly with the same laws and status as any region in mainland France, whereas Gibraltar is a British Overseas Territory, with a whole separate status from the UK.
French Guiana is not an "external territory", it's an overseas department, it is fully integrated to the unitary French Republic, just like Hawaii is fully integrate to the US.
