Y is a vowel when it produces a vowel sound. E.g. Germany uses Y as a vowel, because it is pronounced Ger-man-ee, but Yemen is not since it does not use the Y as a vowel sound.
At school, I was taught vowels are only ever AEIOU, but friends from some other countries say they were taught Y is also vowel depending on how it is pronounced in the word ... so it's not consistent globally! So I'm grateful when quiz-setters clarify what they mean by "vowel", like done here - thank you.
STN can be two different things (one a Baltic country, the other the capital of a central Asian country), I could only think of the one that wasn't accepted.
Even if you insist on classing Y as a vowel when the sound is vowel-like, both examples in my quiz (PNGNG and KN) use the Y as a consonant-sound, like at the start of the word “young” so it should be considered a consonant in these cases no?
