extremely incomplete. Characters that already existed:

gerald robotnik, abraham tower, captain whiskers, johnny, half of the deadly six, the end, black doom, erazor djinn. Shade is here but Ix isn't

if you want to add non canon characters like sally you need a lot more. I answered starline and assumed there were no other non canon characters. Nobody from the movies. Cosmo but no Chris.
