Montenegro unilaterally adopted euro, but borders Croatia

Turkey borders Greece

Morocco borders Spain

It is if you, and only if you, spell it the way their government insists its spelt rather than the way everyone else spells it (generally this site allows both spellings).

Microstates such as Vatican, San Marino, Monaco etc use the Euro and shouldn't be on this quiz
