Legolas and Gimli stayed in Minas Tirith for 3 days between the battle of the Pelennor fields and the march on the Black Gate and afterwards about a month after king Elessar's coronation, joined by Frodo and Sam.
Gimli later returns to remake the gates in mithril, but it is never stated that he lived in the city.
Aragorn and Boromir are already included for obvious reasons :)
Merry and Pippin are included since they spend their last years in the city and are buried there.
There is an argument to be made for Gandalf, but for me, he was always a wanderer, a grey pilgrim, and would never have stayed in the city for long enough. During the events of the book he was in Minas Tirith first to study its records and find the scroll of Isildur. Afterwards again during the siege of the city until the march on the black gate and from the coronation of the king until the funeral procession of Théoden leaves for Edoras. All in all, not enough to grant him residency status, imho.
