Possibly UK bias is showing (not sure how well known Tate is abroad) but it's well known that the Tate Modern is in London and is named that to distinguish it from the other Tate galleries in the UK, meaning it couldn't be correct. Only 19% got tripped up by it which doesn't seem like a massive percentage for a decoy.
