You could make the argument that the Las Vegas Raiders nor the Washington Commanders have won a Super Bowl. Every other team, including ones that changes cities or names have won. The Ravens won two as the Baltimore Ravens, the Colts won in Indy, and the Rams won as the LA Rams. I waited until the end to pick the Raiders and Commanders.

This is about franchises. If the Houston Oilers won a Super Bowl then the Tennessee Titans would be a correct answer but not the Houston Texans. Cause this isn't about what cities won a Super Bowl, it's what *teams*

The 2002 Bucs under Brad Johnson (really under Warren Sapp and Derrick Brooks on the D) beat the Raiders and the 2020 Bucs under the goat Tom Brady beat the Chiefs.
