I thought Buffalo was the 2nd largest city in New York state? Hempstead only has a population of 58,000

According to the 2020 census the population of the town of Hempstead was 793,409 while Buffalo was only 278,349.

I don't think Hempstead should be #2 for New York, because it's an entire town, and in NY State, a "town" still contains incorporated villages, with their own city council, within them, and the largest village in Hempstead Town is Hempstead, which has a population of around 60K.
