You're right to question that; based on the info I found, the data is from each country's last census. Both datasets for India and Pakistan aligned with Worldpopulationreview's data. One reason for the significantly higher homelessness rate may be that India's fertility rate is significantly less than Pakistan's (2.0 and 3.6 respectively) which means less homes are needed. Another might be that India has roughly 1/5 as many houses as its population while Pakistan's rate is less than 1/6. As for China, it's likely because the rapid urbanization has led to many people initially living in rural areas to move to urban agglomerations (and many of those people are still displaced today and are struggling to find jobs)
