It should probably be noted that most records for New Jersey in 1800 were lost and that the estimate for Newark here is an estimate provided by Joseph Atkinson in his book "The History of Newark, New Jersey".

Other places do not cross the threshold:

Elizabeth - around 2,500

Burlington - around 1,850

Trenton - 1,648

Townships at the time were also still relatively rural and administratively different from how they are today and thus cannot be considered municipalities that are equal to towns, cities or boroughs.
