Why do you count states touching the Great Lakes as not landlocked? The Great Lakes are drained by a river - as are all the other states.

was using a common geographic classification where ‘landlocked’ means no direct shoreline on an ocean or sea. The Great Lakes are freshwater inland lakes, so states touching them are usually still considered landlocked in that context

That was my point - that they should still be considered landlocked (other than New York which touches the sea elsewhere).

Landlocked is typically defined as having no direct ocean or sea coastline. The Great Lakes don’t count as ocean access, so states that only touch them are still considered landlocked. New York is different because it has Atlantic coastline.
