If you count reserves and paramilitary, as you must do to get 9.5 million for North Korea, then there are many other *current* militaries that are bigger than the 1.1 million-strong military of the Qing Dynasty. (According to Wikipedia: Vietnam, India, Russia, USA, Brazil, Taiwan, Pakistan, Egypt, Ukraine, and Cuba.)
