palestine isn't a country, so how can it have a currency?

I'm not sure that argument makes any sense at all. Many non-countries have their own currency, for example Hong Kong, and many countries do not have their own unique currency, for example every country in the euro-zone. In other words, you can be a country and not have your own currency, and you can have your own currency without being a country.
