Last time, there were only 25 states left. The other 25 were up for rejoin.
People voted for their top five. The top three in points get to rejoin.
Points work as such:

Anyways, only Mississippi, Tennessee, California, Louisiana, Alabama, South Dakota, Utah, Oregon, and Massachusetts remain. Remember, only three get to rejoin.

California got third with 19 votes, Tennessee got second with 22 votes, and South Dakota won with 31 votes!
The viewers desperately wanted a Southern state to rejoin, and they succeeded, with:
-California making up part of the United States' southern border
-Tennessee being widely considered as a Southern state
-South Dakota being the Southern Dakota sibling (though 31 votes is surprising!)

Team Swap
We will be swapping into 4 teams of 7!
First, we need someone from the Wild West to swap onto the Rejoiners team, to make it 7 teams of 4. Montana, you've been randomly selected to so!
Now the teams look like this:

Outsiders: Alaska, Hawaii, Vermont, Washington
Rebels: Michigan, Minnesota, Florida, Texas
Avengers: Pennsylvania, New Mexico, Arizona, Virginia

Cardinals: South Carolina, West Virginia, North Carolina, Maryland

Now we have 7 teams of 4, but we need 4 teams of 7.
So what should we do?
Have each of the 4 new teams consist of one person from each of the 7 old teams!
This makes it so that everyone is with completely new states (aside from 2/5 of the former Wild West and possible connections with South Dakota)
Now, I could be boring and make it so that everyone listed first on the list above makes up Team 1, everyone listed second makes up Team 2, etc, but no.
I will choose the teams to create as much drama as possible!

Alliances
As promised, to make up for the loss of lore, here are some of the alliances the states have created!
This is just a starting point, and will develop as the series continues.
Alliances are listed with the PERCEIVED LEADER listed first, then the second-in command next, and the bottom of the alliance/fickle members listed last.
For instance, for Survivor: Heroes vs. Villains, Russell's alliance could be written as:
Russell, Parvati, Danielle, Jerri, Sandra
The order in which the alliances are listed depends on their importance. If there are two warring alliances, they will obviously be the top two. Friendships are usually listed last.
States can be in as many alliances as they want, or in no alliances at all.
You'll find that there can be alliances within alliances.
But we all know who won that season. So, anyone is still a threat to win this!

UFE will be Team 4! (Colorado, Washington, Michigan, New Mexico, Maine, South Carolina, Montana) You don't have a rejoiner, and I need to ensure that all three of them last at least one round!
Confessionals
California: I was too much of a partisan last time. I need to integrate myself into this Southern alliance, as they have the momentum. But as the perceived leader of the North, that will be hard.
Tennessee: The South has to keep this up! Mississippi, Alabama, Louisiana, all them guys we lost, I'm gonna make y'all proud!
Virginia: Being on the same team as West Virginia is gonna be torcher. He's going to rely on sympathy again to thwart me, and with Kentucky on his side.
Florida: I'm ready to face California if Team 1 has to go to war. I beat him once, and I am more than willing to do it again.
Montana: Colorado developing a relationship with Wyoming makes me upset. I want to get him out so badly, but I don't want to hurt Wyoming.
Maine: South Carolina is the obvious target this round. I don't think the others notice how dangerous she can be, especially with her proximity to Florida and other key members of the Southern alliance. Man, I wish this was a contestant vote.
South Carolina: I'd like to keep this momentum going and knock off one of the Northern states. Who to pick on during my pitch? We'll see.
Format: Vote to ELIMINATE
The state with the most votes will leave the game.
You can put all three of your votes on the same state or split them.

Colorado
Pitch: I haven't done anything wrong. The Rockies and Nuggets are cool, right? I can't get eliminated without Wyoming by my side.
Washington
Pitch: I'm the perfect blend of nature and technology. I'm home to Amazon and Microsoft, and you wouldn't want to get rid of those, right?
Michigan
Pitch: My ally, Massachusetts, just got eliminated. And if it had to come down to it, I would betray the Northern alliance if I had to. We're not as tight as it seems. Target SC if you want a Southern state gone, but if you wanna keep picking away at northern states, go for Maine this round.
New Mexico
Pitch: I'm still trying to find myself. I'm still shocked that I outlasted states like New York and Georgia on the Avengers team. I hope that you can continue to see me as a nonthreat and take me forward.
Maine
Pitch: South Carolina needs to go. If there's a North vs. South war that's going on, it is starting NOW. The South cannot gain any more momentum.
South Carolina
Pitch: Maine honestly pisses me off. But this round, I would like all of you Southern sympathizers to vote Washington out. California said something about trying to join the South, and I think Washington is the last one holding him back.
Montana
Pitch: I wanted to go against Colorado this time, but with Wyoming still in, I can't be selfish. I guess you guys should just eliminate whoever you want this time.
Fun Fact: My name is "mountain" in Spanish. Put your "mountain" of votes somewhere else.
