Some bacteria can do it, and they will either do so in anaerobic places such as in rotting logs, or they'll partner with plants such as the Legumes which have evolved nodules on their roots that provide an anaerobic house for them - which is why we refer to them as nitrogen fixing plants, even though the bacteria do the fixing...
