How can Caracas, Venezuela come before San Jose, Costa Rica, Panama City, Panama, or Bogota, Colombia?

Look at a map. The northernmost point of South America (near the Colombia - Venezuela border) is at the latitude of Nicaragua. Caracas is in northern Venezuela while Bogota is more centrally located in Colombia.
