The question about what minimum pilot certification is needed to operate in the Bravo is incorrect. AIM 3-2-3 (3) gives the list of who can operate in it. An instrument rating is not needed, a private pilot can, or a student can with an endorsement as defined in FAR 61.95, (to name a few under that list).
