Recognising and not having diplomatic relations are a slightly different thing

It's an ambiguous question in general -- as Vikaslyer earlier commented. If JetPunk would like to resolve this inconsistency while maintaining its own steadfast denial of Palestinian statehood, it could reword the question to be "a UN member state that is not recognized by all other UN member states."
This rewording would also exclude Kosovo and Taiwan, which aren't member states, but this quiz could at least make some claim to consistency.
