They started October 2019, it was mentioned on the front page, as well as a link to it from the front page just to the right in the navigation links.

Since mid-2020 it has been linked from the "Quizzes" menu as well.

The Nominate button has appeared on every eligble unfeatured English quiz since October 2019 though. If you don't leave the featured-quiz ecosphere, as many users don't, then you would never have noticed this feature.

Yes he still does. Each week about 15-20 quizzes are featured. Half of these are usually Quizmaster's or refreshes (updating an old feature). But the rest are just regular features. Nominations is, and has, only ever been a way for the community to get involved with some of the featuring, but not all of it.

There really should be more than 1 quiz featured via nominations per week, it is getting a bit ridiculous at this point. At least consider featuring 2 if the 2nd/3rd highest is a text based quiz.
